Can you play solo?
Yes. Active Matter supports solo play in PvE and PvPvE. Solo does not mean offline.

Solo and Isolated are different choices
Solo describes playing alone. Isolated describes the PvE mode, which also supports cooperative play. Choose the mode for the type of raid you want; individual locations still have mode restrictions.
What to expect alone
The official FAQ describes solo play as more difficult. This is confirmation that you can enter alone, not a claim about an optimal solo build or a guarantee of offline access. The FAQ and Steam listing are the references for this answer.
